Opening Ceremony of the FFTC-PCAARRD-UPV International Training On Ecosystem Approach to Fisheries Management. It started with a Welcome message by Dr.Ricardo P. Babaran, Chancellor, UP Visayas followed by Opening Remarks by Dr. Edwin Villar, Deputy Executive Director, PCAARRD and FFTC Director Dr. Kuo-Ching Lin. This was follwed by messages from Mr. Cesar Drilon, Jr., Member, Board of Director s, MECO and Director Rowan R. Gelonga, Regional Director, DOST Region VI.
